Ugin Gomez, J holds a Ph.D. in Sociology from University of Kerala. His research interests include industrial relations, child labour and child development, labour administration, issues connected with women labour, bonded labour and personnel management. He has got a vast experience in enforcement of labour laws, as a conciliator, Quasi- judicial authority, as a prosecutor in conducting labour cases in the Magistrate Courts, District Courts and High Courts. He has got research experience also as a research associate in ICMR research Project. He has published some articles and has presented some papers in national conferences. He has conducted many workshops, seminars and training programmes in Controller ate of Quality Assurance (Ammunition), Ministry of Defence, Pune and in Southern Naval Command, Ministry of Defence, Kochi. He was the Visiting Faculty in Defence Institute of Quality Assurance, Ministry of Defence, Bangalore and NIPM Trivandrum Chapter. He has got one year experience in conducting F-16 personality test as research associate in ICMR Project.

- Position: Block Development Officer in the Scheduled Caste Development Department, Government of Kerala. Responsibilities: Implementing social welfare and social security schemes of the Government. Period: October 1992 to January 1993.
- Position: Labour Enforcement Officer(central)in the Ministry of Labour and Employment, Government of India in different states. Responsibilities: Inspection of establishments under various labour laws in the Central Sphere, filing of cases in the Magistrate Courts, conducting of court cases as Assistant Public Prosecutor, conducting inspection of various grant-in-Aid programmes sponsored by the Ministry, and other administrative duties assigned by the higher officials. Period: 1993 to 2011.
- Position: Assistant Labour Commissioner(central), Ernakulam in the Office of the Regional Labour Commissioner (central), Kochi, Ministry of Labour and Employment, Government of India and Head of the Industrial Relations Committee in the BPCL Kochi Refinery.Responsibilities: Supervision and control of the inspections carried out by Labour Enforcement Officers, conducting conciliation meetings, hearing of cases as Quasi- Judicial Authority under Payment of Gratuity Act, Equal Remuneration Act etc., carrying out check inspections of establishments, The duties of chief drawing and disbursing officer for Kerala Region, etc. Period: September 2011 to January 2016.
- Position: Deputy Labour Welfare Commissioner (central) in CQA(A), Kirkee, Pune in the Ministry of Defence and in Southern Naval Command, Kochi. Responsibilities: Advising the Head of the establishment under various labour laws, to act as a mediator between management and trade unions, supervising the works committee elections conducted in the establishment, to ensure industrial peace and harmony in the establishment, conducting training programme for officers and workers in the establishment, to look after the welfare and safety of the workers, to assist advise the Head of establishment in devising safety and welfare programmes for the establishment, etc. Period: January 2016 to March 2021.
- Position: Welfare and Cess Commissioner (Central) for Kerala & Lakshadweep Islands, Kannur and Thiruvananthapuram, Ministry of Labour and Employment, Government of India. Implement the various welfare programmes of Government of India for different sections of workers, to extend the medical benefits to the workers through the 07 medical dispensaries spread over Kerala under the Control of the Commissioner, Supervise the medical officers, para-medical staff and other officers and staff of the region as Head of the Department, Prepare and submit various welfare measures to the Government for the benefit of the workers, Scrutinise and sanction the scholarship applications, medical applications, and housing applications. Period: April 2021 to June 2022
